Add an option to make public download links private (require authentication)

Some download links are accessed via a URL protected by a random secret key.
Those links include:
- Mailbox data download links
- Document download links
- OriginalDocument and Attachments metadata links
Add an option at account level to require authentication on top of the secret key to be able to download those fieles.
