Add an option to make public download links private (require authentication)

Some download links are accessed via a URL protected by a random secret key.
Those links include:
- Mailbox data download links
- Document download links
- OriginalDocument and Attachments metadata links
Add an option at account level to require authentication on top of the secret key to be able to download those fieles.

The attachments metadata only available via public link, would be better to be able to enforce authentication. -
